There really is no limitation to when you can refinance, but the lender may be penalized if you pay off the loan in less than 6 months from when it is sold to their investor (this can vary). So, after 6 months is a good rule of thumb, but there is not a limitation unless your loan has a pre-payment penalty. If it does have a pre-payment penalty you would have to pay that if it is before the designated time when you can pay it off.
